New portal site as a standalone portal to support legacy setups

In OO 10 the new course site (OO-964) is favored as the main entry point for users. The personal tools from the old home site is moved to a personal menu (OO-963).

We think the portal idea is outdated, however since some installations will prefer keeping the portal as their entry point, the portal should be refactored to its own site. The portal keeps the feature of having a different configuration for guests, normal users and authors, but it uses the entire page space. The menu is removed.
