Element "course": Two bugs with "deleted" courses

The following two problems exist with "deleted" courses:

All course settings can be edited

Actual Status - NOK:

• As the owner, I can edit all course settings even though the course has been deleted.

Target status - OK:

• As the owner, I only have read access to the course settings

How to reproduce:

• Delete any course
• Go to the course settings of the deleted course
• All settings can be edited and saved

Delete action is displayed for courses that have already been deleted

Actual Status - NOK:

• As the owner, the system offers me the "Delete" action in the administration menu event though the course has been deleted.

Target status - OK:

• As the owner/administrator, the system should be offer me the "Restore" action in the administration menu.

How to reproduce:

• Delete any course
• Open the administration menu of the deleted course
• The action "Delete" is offered

Consistent wording for "Delete permanently"
