EP: relate taxonomy to portfolio entries to express acquisition of competencies or skills

To relate a portfolio entry to a specific taxonomy entry a new data structure and workflows must be created:

• Extend data model to relate a portfolio entry to taxonomy items
• Manager code, DAO's, jUnit tests
• GUI to set this relation when editing the repository entry metadata 
• GUI to set this relation in the header of the repository entry directly
