QTI 2.1: allow reopen assessment and correction quicker

A coach can correct only test of participants with an open assessment. Once the assessment is closed, the correction workflow shows only a read-only variant. If the assessment is closed and the coach wants to correct the test, show a dialog which ask to reopen the assessment and if yes, allows the correction. If no the correction workflow is read-only.
