BBB: randomly distribute new rooms to equally loaded BBB servers

When BBB server have the same load the current implementation prefers server usage based on the order of the nodes added to the database. This leads to a asymmetric server usage and is specially undesired if the first server is not the best one. 

This can be improved by implement a random sort for equal server load.
