BBB: count permanent meeting rooms for room quota

When enabling permanent meeting rooms, the room template quota does not count the  permanent meeting rooms as busy. The configured concurrent "seats" can be extended by creating as many  permanent meeting rooms as you like. 

The  permanent meeting rooms should count as a room with a start date in the past and an end date in the infinite future.
