Create test sections from item subjects

When creating a test a common pattern is to have test items grouped by the subject (taxonomy). Creating the sections automatically from the subject can save a lot of time. 

When the new option is selected, the item subject creates a new section if no sections with the same name already exists. 

The subject (as labeled in the question pool) is used for this, not the entire taxonomy path. Only the last level of the path is created, no hierarchical sections!
