Change question weight of a used questionnaire

The weight of rubric question can not be changed if a questionnaire is used somewhere.

This restriction is especially set to avoid falsified points in the course element "assessment". In the quality management or in the course element "survey" is that ristriction actually not necessary.

With this issue it should be differentiated where a survey is used. If it used in course element "assessment", the weight can not be changed. Otherwise the weight can be changed.
