Help test authors deal with licensed items

      Description

      Question items can have a license attached. Also Test resources can have a license. For authors it is difficult to find out wether the license they selected for the test is applicable. For example, a test can not be published as CC licensed when it contains a copyrighted question item. 

      There are different strategies, we think it is best give the author the control over his decision and not force him to use a certain license. However, we should give him tools at hand to help making the decision: 

      • In the test overview page, show the license for each test item for a quick comparison of the licenses used in the test
      • When creating a test from items from the pool, check for different licenses and make the user aware that the selected items might be incompatible. In that dialog, show the licenses for each item. When creating the test, auto-select the most restrictive license that applies (can only be done for the built-in presets, custom licenses are treated as all-rights-reserved licenses)
      • When selecting the licenses of the test, show somewhere which licenses are used in the test, best with the link to the test overview tool
