New delivery method for Reports using the new PDF Creator Infrastructure

When closing the data collection time range the report of a data collection will generate this report via the new pdf creator and send as an attachment via email to the respective receiver.

The existing access to the report via Link (online) is not affected of this additional service.

As an option one check if a user has online access or not, if not he will receive this report via attachment within the respective e-mail
