Set end time default value of easy mode date rule to end of date

      Description

      In production many authors run into problems with the course editor easy mode when setting a date. Many users just set the end date and don't modify the time of the date. The time is set to 0:00 by default. This means, the end date rule does not include the actual date that was filled in. 

      While technically correct, for users it is confusing. 

      A solution proposed by Raphael Fetzer (VCRP) ist to set the time of the end date to 23:59  as a default value. This would solve the problem for most people and make them aware that the minutes are a mandatory and not an optional field. The change is simple and does not involve any changes to the runtime and does not need an updater as existing rules are not affected at all. It is just a new default when creating a new date rule in the easy config form.
