QTI 2.1: Better handling of enter in forms

      Description

      If a user use tab and enter to navigate, fill and send forms in OpenOLAT, it can send unwanted data as an implicit submission. This is particularly important in QTI 2.1 tests, if someone press "enter" in the menu of questions, this will submit the answers. An other case is the cancel buttons.

      At the end, QTI 2.1 is the more exposed place in OpenOLAT for such issues.
