Roll call notifications when status "auto closed"

When Teachers are neglecting the roll call for a lecture block then the status is changing according to the settings into auto closed (already implemented). Newly OpenOLAT shall send an E-Mail to the course owner(s) when the status of a lecture block is changing to auto closed.
