Question bank: new editor

In the question bank a new editor is implemented (same for with review process and without)

• Meta data as dropdown
• If meta data is shown 1/3 meta data and 2/3 question item itself
• Change between questions in toolbar possible
• Questions can be edited in the status draft and revision, in review everything is read only
• new order of meta data (see screenshot)
