Remove deinterlacing and update transcoding profile

      Description

      The video transcodings generated with the current settings tend to be too large in size and the quality is poor. It seems most of this is due to the --deinterlace option. 

      As we live in 21st century, we can skip deinterlacing, not needed nowadays.

      HandBrake is now available in version 1.x with new profiles. The up to now used "Normal" profile is marked as "legacy". Thus, we now use the modern "Fast 1080p30" profile for better video results. 

      The profile can be switched in the olat.local.properties:

       

       

      # Which profile should be used while transcoding. "Fast" delivers better quality, but taks
      # roughly twice the time for transcoding. "Fast" has about one third larger file size. In 
      # short: "Fast" for better quality at the cost or resources, "Very Fast" for smaller files  
      # at the cost of quality.
