In the user management the admins can send a "change password link" via email to users who forgot their OpenOLAT password. To prevent miss use of this feature e.g. for users who have not an OpenOLAT password but an LDAP/SHibboleth/oAuth password, the workflow only works when the user has an OpenOLAT access token.
However, there are valid use cases where the user has no access token whatsoever. Such a scenario can be crated via REST API or via GUI (select no password in creation form). In those cases if must also be possible to send a password link to let the user set his own password.
