When wiki disabled due to security, info text keys are not translated

How to reproduce

• Create a wiki if you have none on your system
• Login as admin, go to Administration -> Login -> Security
• Enable the "block wiki" checkbox
• Go to admin site
• Search for the wiki you created before
• Open wiki
  => Message appears, but keys "security.disabled.title" and "security.disabled.info" are not translated
