When a User is deleted the InstitutionalUserIdentifier is not removed from the database.
This causes a problem with the Bulk assessment tool if the InstitutionalUserIdentifier is used as identifier and the same user was created again.
The Bulk assessment tool uses the first entry which will always be the deleted and not the new, actual one.
